Unfortunately, the Hotel Kampa Garden saw fit to charge me and TIME local calls, so when I rang a local phone number to use a (cheap) phone card to call home, the hotel not only charged me for the call itself, but timed the calls - even when I wasn't successfully connected!! The poor quality of the phone line meant that you had to dial a few times to get a connection. They charged me for every attempt! This added up to about 2000 Kc. I was annoyed that they didn't make this policy known up front, and felt that it was a bit dishonest. Kind of ruined my stay a bit.

I would have absolutely recommended it until the 'phone' incident, which make me change my mind.
